Fighting in hockey is "allowed" the same way that tripping, hooking, interference or roughing is allowed. It can occur, but you are going to be penalized for it. The difference between hockey and other professional sports is that fighting does not result in an immediate ejection. However, in hockey, a player that engages in a fight receives a five-minute major. Because it is allowed within the rules, officials will let two players go at it. You don't see officials breaking up fights in the NHL until it's over, one player drops the other, they wrestle to the ice, or if it goes on long enough that the two tire themselves out. Fighting is seen as a way for players to police themselves.

Fighting is one of ice hockey's unique elements, and it is the only sport where throwing punches is not only allowed, but sometimes encouraged. Despite a cooling off in recent years, fighting remains an often integral part of the game; recently, three fights even broke out in nine seconds between the U.S. and Canada at the 4 Nations Face-Off tournament.

They dropped gloves for a reason: the USA team wanted to make a point. They wanted to let the Canadian fans and players know they were there to win and meant business. There’s a means to the madness to fighting in hockey, there’s such a purpose for all of it. You get people off their game.
