The National League has had two promotional places since 2003. At present the National League is the only ‘Step’ in the higher echelons of the football pyramid that doesn’t have at least three promotion places. The National League is calling for an amendment to the regulations to allow “two-up” to become “three-up” inline with the rest of the football pyramid.

Two sides [teams] will be promoted from Step 1, the National League, to replace the two sides that will be relegated from EFL League 2. The National League champions will go up automatically and the next six teams in the table will qualify for the playoffs. The teams that finish between 4th and 7th will play off to reach the semi-finals where they will face the teams who finished 2nd and 3rd.

Two-up, two-down has existed since the addition of playoffs to the National League in 2003, and is the only step in the top tiers of English football that doesn’t have at least three promotion places.
